In full: "The Department having no copies of the Revenue Digest at its disposal, is unable to supply you with the copies requested in your letter of the 2nd Instant. Application has been made to Congress for an appropriation of money to enable the Department to purchase a supply of a compilation of the Revenue Laws recently published by Mr. T. H. Gordon of Pennsylvania, and if authorized you will be furnished with the copies needed. In regard to the request for authority to purchase 'a new press for sealing enrollment licenses and for the office at Bucksport, it is to be remarked that the papers referred to should be furnished to your Deputy at the place mentioned from the Collector's office in blanks with the official seal attached. If this be done, the necessity for a press at Bucksport is obviated. I am very respectfully your obedient servant".
